Livestock Competitiveness and Food Safety Project (LIFSAP)

The project is co-financed by the Government of Vietnam and an IDA Credit for a total project cost of around US$75.03 million. The project is implemented by the Ministry of Agriculture and Rural Development (MARD) in twelve provinces including Thanh Hoa and Nghe An (Central North); Hanoi, Hai Phong, Thai Binh, Hung Yen, and Hai Duong (North); Cao Bang (Northern Border); and Ho Chi Minh City, Long An, Dong Nai and Lam Dong (South) for a 6-year period from 2010 to 2015.

The Project Development Objectives are to increase the production efficiency of household-based livestock producers, to reduce the environmental impact of livestock production, processing and marketing, and to improve food safety in livestock product supply chains (mainly meat) in selected provinces.  The project will contribute to achieving of the higher-level objective of improving the overall competitiveness of domestic livestock production. Key Performance Indicators (KPIs) are: (i) Increased production efficiency of household producers through the adoption of Good Animal Husbandry Practices (GAHP) by reducing mortality rates, shortening fattening periods, and increasing the size of flocks and herds; (ii) Reduced negative environmental impact by meeting established environmental standards of participating livestock producers, markets and slaughterhouses supported by the project; and (iii) Improved food safety of slaughterhouses and meat markets supported by the project operating at national hygienic standards.

The Project comprises three components

Component A - Upgrading Household-Based Livestock Production and Market Integration

Component B: Strengthening Central-Level Livestock and Veterinary Services

Component C: Project Management and Monitoring and Evaluation
