The project “Quality and Safety Enhancement of
Agricultural Products and Biogas Development Project”
(QSEAP) is co-financed by the Government of Vietnam and ADB Loan with a total
project cost at around US$110 million (equivalent) under a Loan Agreement No.
2513-VIE(SF) signed at June 30, 2009. The project is implemented by the
Ministry of Agriculture and Rural Development (MARD) and 16 selected provinces,
namely Son La, Yen Bai, Thai Nguyen, Bac Giang, Phu Tho, Vinh Phuc, Ha Noi, Hai
Duong, Hai Phong, Da Nang, Ninh Thuan, Binh Thuan, Lam Dong, Ho Chi Minh City,
Tien Giang and Ben Tre for a 6-year period from 2009 to 2015
The project is expected to facilitate sustainable and
equitable growth of the agricultural sector of the Vietnam through increased
livelihood opportunities and improved human health by improving quality and
safety standards of the agricultural outputs in order to meet relevant domestic
and international requirements, and reducing environmental pollution and
greenhouse gases from livestock waste in agricultural areas. To attain these
outcomes, the project will: (i) create effective regulatory institutions for
state management of agro-product safety and quality system to meet domestic and
export requirements; (ii) accelerate the development of agro-production,
processing, and marketing to ensure the safety and quality of vegetable, fruit
and tea products for domestic consumption and export; and (iii) support biogas
development to supply clean energy to households and reduce agro-product safety
and health hazards from livestock waste in the 16 project provinces
The project comprises four components: (i) Improving
regulatory framework and operational quality and safety system for
agro-products; (ii) Infrastructure and facilities for quality and safe
agro-products; (iii) Biogas development for clean energy, improving
agro-product safety and reducing health hazards from livestock waste; and (iv)

VIDECO provide services in institutional and
regulatory development as well as in project implementation in the fields of:
(i) management of agricultural product quality and safety systems; (ii) policy,
regulations and institutional development; (iii) monitoring and evaluation;
(iv) development support and promoting for agricultural product quality and
safety; (v) testing and risk analysis; (vi) training programs; (vii) social
development; (viii) environmental assessment; and (x) rural infrastructure
